Vol. 5 No. 2 (2022): Journal of Advances in Military Studies

The August 2022 issue of the Journal of Advances in Military Studies (JAMS) contains eight studies that attempted to verify policies and system improvement measures in an empirical approach and case study in order to respond quickly to the changing military environment.

First, the role of the military executive agencies to improve the efficiency of military's defense operation and management efficiency plan through the improvement of the cost management system were presented. In particular, it suggested that military institutions should use the national defense integrated financial information systems (NDIFIS) to accurate relevance cost aggregation. Second, the importance of performance-based logistics (PBL) management was suggested to establish advanced armed forces suitable for the era of the Fourth Industrial Revolution. Through the Russia-Ukraine war, military support (e.g., oil, ammunition, meals, etc.) is acting as an important factor that can determine the success or failure of the war. In particular, because of the diversity and complexity of the modern weapon systems, a future management plan needs to consider cooperation in the maintenance of equipment operation for the Win-Win of Civil and Military. Third, the standard losses (such as equipment, personnel, ammunition, oil, repair accessories, and materials) were analyzed in a statistical method using ground operation resource requirements analysis model (GORRAM). the research suggested the rapid decision-making tool for military operation sustainability by deriving the demand for wartime resources in a short time compared to the existing war game simulation. Fourth, as it is becoming important to establish a security system against cyber threats due to the operation of the military's advanced weapon systems, policy implementation to strengthen information security is required. In particular, as dependence on information and communication technology is increasing in terms of the use and integration of military weapons systems, optimization of security systems against cyber threats is being promoted through the risk management system. Accordingly, a policy improvement plan was proposed to increase awareness of cyber risk by classifying a Korean risk management framework (KRMF)-related factors. Fifth, the proportion of budget investment in defense improvement costs for building tangible combat force is high, but the importance of intangible combat force is further emphasized through the combat power of the Ukrainian military, which is inferior to Russia in terms of firepower. However, since intangible combat force is difficult to estimate what this force has affected actual combat effect. Thus, it is necessary for accurately identifying various components (battle spirit, shooting ability, risk-taking, etc.) including intangible combat using related to literature review and expert interviews. Sixth, the role and importance of physical fitness promotion training, which is related to the increase of the military's intangible combat force, were presented. In particular, in terms of military combat preparation, it proposed the future direction of a physical preparation and physical fitness program to prevent injuries that may occur during mission operation and achieve effective performance. Seventh, the use of battlefields for military drones is becoming important due to the incredible performance in the recent Russia-Ukraine war. Accordingly, an exploratory study was conducted to analyze the civilian interest in the use of defense drones and to suggest the spread of future R&D and investment motivation for the implementation of military drone utilization policies or strategies. Finally, the possibility of war was analyzed through a scenario analysis of North Korea's nuclear use in confrontation with South Korea. Through this, it proposes strategic flexibility directions by linking uncertainty about future nuclear use with its potential impact. 선진국방연구, 2022년 8월호는 변화하는 국방 환경에 신속하게 대응하기 위한 정책과 시스템 부문의 개선 방안을 실증적 분석과 사례 연구 방법을 통해 검증을 시도한 여러 학술연구를 수록하였다.

첫째, 군의 국방운영의 효율성 향상을 도모하기 위한 군 책임운영기관의 역할과 원가관리체계 개선을 통한 업무 효율성 방안을 제시하였다. 특히, 군 기관은 정확한 원가 집계를 위해 국방통합재정정보시스템 활용해야 한다는 점을 제안하였다. (관련 연구 - 보급분야 군 책임운영기관의 원가관리체계 개선방안에 대한 연구)

셋째, 지상군 자원소요분석모델을 활용하여 장비・탄약・유류・수리부속・물자 등의 표준 손실을 통계적 방법으로 분석하였다. 이를 통해 기존 워게임 시뮬레이션 대비 짧은 시간 내에 전시의 자원 요구도를 도출하여 작전지속지원에 필요한 신속한 의사결정에 기여할 수 있는 연구결과를 제시하였다. (관련 연구 - Development of standard loss analysis model using big data: Focusing on Republic of Korea army)

넷째, 군의 최신 무기체계 운용에 따른 적의 사이버 위협에 대한 보안체계 구축이 중요해지고 있어 정보보안 강화를 위한 정책실행이 요구되고 있다. 특히, 군 무기체계 활용과 통합 차원에서 정보통신기술에 대한 의존도가 높아지고 있어 무기체계 개발 단계부터 사이버 위협에 대비한 보안 시스템의 최적화가 위험관리체계를 통해 추진되고 있다. 이에 한국형 위험관리체계 구축에 요구되는 시스템 분류를 시도하여 사이버 위험에 대한 인식을 높일 수 있는 정책적 개선방안을 제시하였다. 다섯째, 현재 군의 유형전투력 건설을 위한 방위력 개선비에 대한 예산 투자 비중이 높지만, 러시아에 비해 화력 면에서 열세임에도 전투에 임하는 우크라이나 군의 전투력을 통해 무형전투력의 중요성이 더욱 강조되고 있다. 하지만, 무형전투력은 명확한 수치로 확인이 어렵기 때문에 전투효과 기여 수준을 도출하기 위한 다양한 구성요소(전투사기, 사격능력, 위험감수 등)를 문헌고찰과 인터뷰를 통해 체계화하였다. (관련 연구 - 무형전투력의 전투효과와 구성요소에 관한 연구: KCTC 전투훈련 및 전투 시뮬레이션 데이터 분석 중심으로)

일곱 번째, 최근 발생한 러시아-우크라이나 전쟁에서 국방 드론의 활약으로 군사용 드론에 대한 전장 활용이 중요해지고 있다. 이에 국방 드론 활용에 대한 민간의 관심과 주요 이슈를 분석하여 군의 드론 활용 정책이나 전략 실행에 필요한 향후 연구개발 확산과 투자 동기부여 유도를 제시하는 탐색적 연구를 진행하였다. (관련 연구 - 소셜 네트워크상의 국방 드론 텍스트 마이닝 키워드 이슈 분석)
